Eleven new state laws will go into effect on July 1


The North Carolina General Assembly recently passed eleven pieces of legislation during the 2023-2024 short session, with many provisions taking effect at the start of the new fiscal year on July 1. Some key changes include modifications to the governance structure for schools for the Deaf and Blind, authorization of remote electronic notarizations, criteria for Children’s Advocacy Centers to receive state funds, and updates to high school athletics rules.

Other notable changes include updates to the Revenue Laws, amendments to the Notary Public Act, and provisions related to adoption, guardianship rights, and elections. Additionally, the Regulatory Reform Act of 2023, which had previously taken effect, saw some small technical changes related to commercial mobile radio services and the NC 911 Board.

Furthermore, changes to the Surveyors Right of Entry, expedited commercial building permits, and technical corrections to the 2023 budget were also included in the legislation. Transportation changes were also enacted, such as requiring vehicle identification information on unpaid toll bills and authorizing the increase of toll processing fees by the Regional Public Transportation Authority.
