New Medicaid plan in North Carolina targets elimination of $4 billion in medical debt


Governor Roy Cooper and the Department of Health and Human Services in North Carolina have announced a plan to relieve up to $4 billion in medical debt for low and middle-income families through the state’s Medicaid program. This initiative aims to help individuals and families struggling with medical bills, as well as prevent future collection practices.

The plan, which has been submitted to the US Centers for Medicare and Medicaid Services, would require hospitals to implement various policies in order to be eligible for increased Healthcare Access and Stabilization Program payments. These policies include forgiving existing medical debt deemed uncollectible, providing discounts on medical bills, and automatically enrolling individuals in financial assistance programs.

According to Governor Cooper, this innovative approach will not only lift a burden off the shoulders of North Carolinians, but also boost the overall economic health of the state. It is estimated that up to 41% of adults in the state are dealing with some form of medical debt, and this initiative aims to provide relief to those individuals.

Health and Human Services Secretary Kody H. Kinsley emphasized that relieving medical debt will help individuals and families access necessary care sooner, lower the cost of care, and give them a fresh start towards a healthy and productive life. Hospitals that choose not to comply with the conditions of the plan will receive the standard amount of funds, officials said.
