The first presidential debate between former President Donald Trump and Vice President Kamala Harris is set to take place on Tuesday night in Philadelphia. These rules include a 90-minute debate with two commercial breaks, only the moderators asking questions, and no opening statements. Each candidate will have two minutes to answer questions, with two-minute rebuttals and an extra minute for follow-ups. Microphones will be live only for the candidate speaking, and candidates are not allowed to interact with their staff during breaks or bring notes onstage.
To participate in the debate, candidates must meet the constitutional requirements to serve as president, file a Statement of Candidacy with the FEC, and appear on a sufficient number of state ballots to reach a majority of electoral votes. They must also reach at least 15% support in polls conducted by specified entities between August 1 and September 3.
The debate will air on ABC and stream on ABC News Live, Disney+, and Hulu, with Fox News, CBS News, and CNN planning to simulcast. David Muir and Linsey Davis will moderate the debate, with a primetime pre-debate special called “Race for the White House” starting at 8 p.m. ET.
