London is set to host US and European negotiators for ceasefire talks regarding the ongoing conflict in Ukraine. Russia has reportedly told Washington that it may be willing to drop its claim to parts of Ukraine it does not currently occupy, in exchange for concessions such as recognizing the 2014 annexation of Crimea. However, Ukraine’s president has denied knowledge of such a proposal and stated that his country could not endorse it. The proposed US-Russia plan would involve a ceasefire along existing frontlines once Moscow’s territorial demands are dropped, something Ukraine has indicated it could accept as long as Russian occupation is not recognized as permanent or legal. As part of the plan, Ukraine would be barred from joining NATO, with security guarantees provided by a UK/French-led “coalition of the willing” instead. The talks were expected to include US Secretary of State Marco Rubio, but he will no longer attend, with the White House’s Ukraine envoy Keith Kellogg participating instead. In the midst of negotiations, a Russian drone attack on a bus in Marhanets resulted in the deaths of nine people, with several others injured. The attack is part of a series of strikes targeting civilian infrastructure in various regions of Ukraine.
