Press Release: North Carolina’s IT Reserve Fund: Budget Insights and Future Allocations
In a recent analysis by the Carolina Journal, the significant role of "reserve funds" in North Carolina’s budget has come under scrutiny, highlighting billions in taxpayer dollars that are appropriated but not reflected in general fund totals. These funds allow the state budget to expand while maintaining a seemingly manageable headline figure.
This focus leads to the Information Technology Reserve, established in the 2021 budget, which currently holds approximately $343.8 million. According to the Office of the State Controller, funds from this reserve are designated for various state IT projects, with expenditures impacting future fiscal budgets.
In the upcoming 2025-27 biennial budget, the state is eyeing considerable appropriations for IT advancements. The NC House of Representatives has proposed $280.3 million in appropriations, while the NC Senate is advocating for $264.4 million. Significant allocations include $15 million from the IT Reserve for the Uniform Education Reporting System and joint appropriations of $18.6 million for electronic health records.
Additionally, both chambers have cited a shared commitment to modernizing North Carolina’s technology infrastructure, recognizing the importance of a robust tech framework. There’s also a proposal from the Senate to allocate $15.4 million to the Economic Development Project Reserve and $61.3 million to the Helene Fund, while leaving the IT Reserve with only $2.7 million post-allocations.
Fiscal policy analyst Joseph Harris of the John Locke Foundation highlights that these allocations underscore policymakers’ commitment to enhancing technology—an essential step for the state’s future prosperity. As the budget discussions evolve, the fate of the remaining funds and their potential impact remain crucial for North Carolina’s technological landscape.
