Las Vegas Sands Faces Setbacks in Texas Gambling Expansion Efforts
AUSTIN — Las Vegas Sands is grappling with significant hurdles in its pursuit of casino gambling expansion in Texas after a legislative session that offered little hope for the initiative. Despite a strong push in 2023, including millions in campaign donations and targeted lobbying, both the House and Senate displayed reluctance to engage with proposals for destination casino resorts and mobile sports betting.
This session’s limitations have been compounded by controversies surrounding the Texas Lottery, raising concerns about the state’s capacity for overseeing more complex gambling frameworks. Critics question whether Texas can manage casino regulations effectively if it struggles with the existing lottery structure.
Proponents, including Sands senior vice president Andy Abboud, remain optimistic. “This is a marathon, and we firmly believe destination resorts in Texas are inevitable,” he noted. However, the landscape for casino gambling is fraught with opposition from influential groups, particularly Christian conservatives, who dominate the Republican Party’s stance against increased gambling.
Despite a brief moment of success in 2023 when the House approved a constitutional amendment for sports betting (101-42), the recent legislative session saw diminished Republican support, particularly among the 26 new House members who mostly oppose gambling expansion.
Political experts suggest that future initiatives will depend heavily on gaining traction in the Senate, where Lt. Gov. Dan Patrick’s opposition remains a significant roadblock. “The votes to expand gambling are not there,” said Sen. Tan Parker, emphasizing the need for unity within the pro-gambling factions in Texas.
As prospects for immediate gambling legislation grow dim, Sands and its allies vow to continue their efforts. They aim to galvanize public support and engage lawmakers to bring this contentious issue to Texas voters in future sessions.
