Texas Water Bill Aims to Prevent Future Crisis

A comprehensive water crisis prevention bill, Senate Bill 7, has successfully passed through the Texas Legislature and is now poised for the governor’s approval. Authored by Sen. Charles Perry, R-Lubbock, the legislation received unanimous backing from both the Texas House and Senate.

The bill is designed to address Texas’ growing water supply challenges and works alongside House Joint Resolution 7, which proposes a constitutional amendment to allocate $1 billion annually from 2027 to 2047 to enhance the state’s water resources. This funding would target critical areas, including infrastructure repairs, desalination projects, and conservation efforts. Half of the funds will be aimed at developing new water supplies, while the other half will be allocated at the discretion of the Texas Water Development Board for various infrastructure needs.

Rep. Trent Ashby, R-Lufkin, highlighted the bill’s transformative potential, noting the staggering $120 billion shortfall the state faces in meeting its water infrastructure demands. According to an analysis by Texas 2036, the state will require a minimum of $154 billion over the next 50 years to address mounting needs due to population growth and economic expansion, with most funds necessary for upgrading aging drinking and wastewater systems.

Governor Greg Abbott originally categorized this initiative as a “generational investment,” prioritizing water supply enhancements as an emergency item. Additional funding may stem from House Bill 500, which proposes a one-time $2.6 billion investment for infrastructure improvements and securing federal funds.

With the constitutional amendment heading for voter approval in November, Texas authorities are actively working to ensure sustainable water sources for the future.

This initiative is supported by a coalition of community partners, emphasizing the importance of preserving and enhancing Texas’ water infrastructure.
