Press Release: PAVE Act Advances to Transform Transportation in Mecklenburg County
This week, the PAVE Act (Projects for Advancing Vehicle Infrastructure Enhancements) took a significant leap forward as it gained approval from the House Transportation Committee. Crafted to reshape transportation funding and planning in Mecklenburg County, House Bill 948 would allow county commissioners to place a 1% local sales tax on the ballot this November.
If voters approve, the bill aims to allocate funds for a diverse range of transportation initiatives such as road enhancements, bus systems, and rail development. “This is the first time we have so much buy-in and support,” stated bill sponsor Rep. Tricia Cotham, R-Mecklenburg. She emphasized the bill’s security in directing funds specifically for local needs.
Under the proposed framework, 40% of the sales tax revenue would go towards road planning in the county’s six towns—Charlotte, Cornelius, Davidson, Huntersville, Pineville, Mint Hill, and Matthews. An equal 40% is set for rail projects, with the remaining 20% designated for bus services. Despite some hesitancy from Matthews officials regarding the bus line, lawmakers are working to address concerns.
The bill also calls for the establishment of a 27-member transit authority to oversee the distribution of funds, comprised solely of appointed members with no elected officials or lobbyists involved. The authority will prioritize major projects while ensuring the completion of the existing Red Line rail project.
With backing from a bipartisan coalition of 10 lawmakers and support from business leaders like developer Peter Pappas, the measure aims to foster economic growth through enhanced transportation infrastructure. Lawmakers stress that the ultimate decision lies with the voters, urging citizens to consider the potential benefits for their community as the bill moves to the House Finance Committee.
