In a surprising turn of tactics, Texans for Lawsuit Reform (TLR), the dominant force in Texas political funding, has vowed to target lawmakers who opposed its agenda following the recent legislative session. President Lee Parsley highlighted internal dissent in a fiery letter, directly naming legislators he claims obstructed crucial bills, particularly House Speaker Dustin Burrows. TLR’s primary goal, Senate Bill 30, aimed at reducing medical costs in personal injury lawsuits, collapsed amidst unresolvable differences between the House and Senate versions.

Parsley stated, “We must redouble our efforts to elect strong, ethical legislators,” indicating a shift from fostering alliances to launching primary challenges against dissenters. Historically, TLR has effectively influenced Texas legislation, securing major rewrites of civil justice laws in the 1990s and 2000s; however, the recent failure to advance its agenda marks a significant setback.

The group, which spent $21.2 million on political campaigns in 2024, has emphasized recalibrating its strategy to support candidates aligned with its goals. Notably, lawmakers like state Rep. Marc LaHood and state Rep. Mitch Little have come under fire for their roles in diluting TLR’s proposals, leading to heightened tensions. Critics within the legislature, including LaHood, have accused TLR of misrepresenting facts, while others label their outburst as a “tantrum” after a long streak of success.

As TLR considers its next steps, the potential to fracture the Republican caucus looms. Analysts note that the group’s recent losses in primary races suggest that aiming at incumbents who opposed them might backfire. With a robust campaign war chest, TLR appears determined to reshape the political landscape ahead of the March primaries, signaling a potentially contentious political season in Texas.
