HOUSTON, TX – New Pleasant Grove Missionary Baptist Church in Houston’s Fifth Ward has long been a vocal advocate for community representation. Pastor Charles Turner recently wrote to Texas Governor Greg Abbott, expressing concern over proposed redistricting that may diminish political power for African American and Hispanic communities.
In his letter, Pastor Turner emphasized that redrawing three minority-majority districts in Houston could "weaken the political voice and representation" of these communities. "This is a serious matter, and we wanted the governor to know that not everyone supports this proposal," he told ABC13. He urged his congregation of 600 to voice their concerns and is rallying other faith leaders to do the same. "Silence looks like complicity," he added.
Legal experts are watching the situation closely. Josh Blackman, a constitutional law professor, noted that the proposed map raises complex legal questions. The Western District in El Paso has stated it will not consider new testimony in a related lawsuit until the end of the special session, raising uncertainty about potential outcomes.
The Department of Justice has raised alarms about districts 9, 18, and 29, arguing they were drawn along racial lines—contradicting previous claims that they were designed to favor Republican voters. "They’re trying to undo that argument in a reverse kind of way, which suggests this is more personal," Turner remarked.
As the legislature deliberates on redistricting, Pastor Turner is determined to ensure that the voices of his community are heard. The future of these proposed changes remains uncertain, with implications for upcoming midterm elections.
